Emergency Communication Protocols: Radio Check-Ins, MAYDAY Calls, and Net Discipline

Having radios is not the same as having a plan. This guide walks through the protocol layer above the hardware — when to check in, how to format a MAYDAY call, the difference between an open net and a directed net, and how the FRS, GMRS, HAM, and satellite tiers stack into a single family communications discipline.

Why Protocol Matters More Than Hardware

The most common radio failure in a household emergency is not hardware. It is protocol. The radios work fine. The batteries are charged. The channel is programmed — and nobody knows which channel to listen to, when to check in, how to announce their callsign, or what to say when they need urgent help. Hardware without protocol is a drawer of plastic; protocol turns the same hardware into a working family safety net.

The protocol layer has three parts: cadence (how often you check in), format (the exact wording of priority calls), and discipline (the directed-net etiquette that keeps transmissions orderly when multiple stations are on the air). Every family member should be drilled on all three before radios go into the go-bags.

Key Principle

A rehearsed, 10-second, repeatedly-practiced check-in is worth more than any amount of complex equipment no one remembers how to use. Cadence beats cleverness. Format beats jargon. Discipline beats volume.

The Comms Hierarchy: Pick a Tier

Before you write any protocols down, pick the radio tier that matches your scenarios. Each tier has different range, licensing requirements, and use cases. Most families need one primary tier (GMRS) plus at least one backup tier (satellite for off-grid). Some add HAM for organized emcomm participation.

No License

FRS — Family Radio Service

22 channels, max 2W output, ~1–2 mile suburban range. License-free, off-the-shelf cheap. Good for short-range neighborhood use and as a backup when GMRS hardware fails. Not enough range for evacuation or geographically-dispersed family.

Licensed

HAM — Amateur Radio

FCC Technician license (35-question exam, no Morse). 144 / 440 MHz dual-band HTs, much wider repeater network, ARES / RACES emergency-net participation. Add this tier if you want to participate in organized regional emcomm or eventually upgrade to long-distance HF.

Radio Check-In Schedules

A check-in schedule is a fixed time when every family member listens on the agreed primary channel and transmits a brief status update. The cadence below covers three separate tiers — a daily family simplex, a weekly regional net for licensed HAM operators, and an ad hoc schedule during an active emergency.

MAYDAY, PAN-PAN, SECURITE — and Simon Says

Three internationally recognized voice signals establish what kind of help you need, in order of severity. All three are spoken three times in succession. They are defined in ITU-R Recommendation M.492-6 and codified in FCC §80.327 for maritime use; amateur, GMRS, and FRS operators have formally adopted the same format because miscommunication during an emergency costs lives.

Grave & Imminent Distress Spoken 3 times

🚨 MAYDAY

Use when: life or vessel is in grave and imminent danger, requiring immediate assistance. Format: “MAYDAY, MAYDAY, MAYDAY. This is [Callsign], [Callsign], [Callsign]. Position [GPS or landmark]. Nature of distress: [injury / fire / sinking / etc]. Assistance needed: [medical / evacuation / rescue]. Over.” False MAYDAY calls are a federal violation under FCC §80.327 — use only when warranted.

Urgency Spoken 3 times

⚠️ PAN-PAN

Use when: urgent situation affecting safety of a vessel or person, but no imminent loss of life. Format: “PAN-PAN, PAN-PAN, PAN-PAN. This is [Callsign], [Callsign], [Callsign]. Position [GPS or landmark]. Nature of urgency: [mechanical failure / lost / non-life-threatening medical / etc]. Assistance needed: [tow / directions / advice]. Over.” PAN-PAN upgrades to MAYDAY if the situation deteriorates.

Safety Advisory Spoken 3 times

💨 SECURITE

Use when: safety advisory to other stations — weather warning, navigation hazard, debris in path, contaminated water source, downed power lines. Format: “SECURITE, SECURITE, SECURITE. All stations, this is [Callsign]. Safety advisory: [description of hazard and location]. Out.” SECURITE is informational; you do not need a response, but other stations may ack and adjust.

Simon Says — ICS Priority Traffic Format

Simon Says is the Incident Command System format for interrupting an active net with an urgent message that every station must hear. On an open net: “All stations, all stations, this is [Callsign] with priority traffic, over.” On a directed net: “Net control, this is [Callsign] with one tactical message, over.” Net control acknowledges, pauses other traffic, and hands you the frequency. Simon Says is the bridge between MAYDAY (life-threatening) and routine traffic — use it for urgent-but-not-life-threatening bursts on a busy channel.

Net Participation: Open vs. Directed Nets

An open net is the everyday format: any station can call any other station on a frequency, with no central coordination. This is how almost all family simplex and repeater traffic works.

A directed net has a Net Control Station (NCS) managing all traffic: NCS decides who talks to whom, in what order, and for how long. Directed nets are the standard format for ARES / RACES weekly roll calls and any emergency declaration that brings structured traffic into a region.

Check-in Procedure on a Directed Net

  1. Listen first. Never transmit on a directed net without hearing net control state “this is a directed net” or equivalent.
  2. Wait for the call. NCS will periodically announce “check-ins” or “any stations with traffic.”
  3. Transmit ONLY your callsign. Do not include your name, location, or traffic in the initial check-in. NCS queues stations and calls on them one at a time.
  4. Wait for acknowledgment. NCS reads back your callsign and acknowledges check-in. Then either calls on you immediately or tells you to “stand by.”
  5. Pass traffic only when called. Never transmit tactical traffic on a directed net without explicit permission from net control.

ARES (Amateur Radio Emergency Service) and RACES (Radio Amateur Civil Emergency Service) are the two main emcomm organizations that run weekly directed nets in the United States. ARES is the ARRL volunteer program; RACES is the FCC-licensed emergency service activated by state emergency-management during declared disasters. Find your local ARES and RACES team through your ARRL section manager or state EM office.

Asking the Net to Be Reopened

If you arrive late to a directed net or have urgent traffic, you can ask net control to “reopen the net for check-ins.” Format: “Net control, this is [Callsign] with one request: please reopen the net for check-ins. Over.” NCS will decide based on existing traffic and either reopen or tell you to “stand by until close-out.”

Family Protocol Card: Three Scenarios

Below are three concrete family protocols covering the scenarios most likely to occur in a regional emergency. Each names the channel, the cadence, and the call-sign format to use. Pick the scenario that matches your current risk profile and drill it monthly. Keep a printed copy in every go-bag.

🏠 Local Neighborhood Emergency

Channel: Family primary simplex (GMRS ch. 18, 462.6250 MHz). Cadence: Daily check-in at 6:00 PM. Format: “[Callsign], this is [Name] at [street address / GPS], status [all clear / need help], over.” Backup: For a FRS-radio neighbor who cannot reach your GMRS simplex, agreen a shared FRS / GMRS channel (ch. 1–7) for cross-tier communication.

🚗 Evacuation in Progress

Channel: Family primary simplex; if no contact for 30 minutes, move to backup simplex (GMRS ch. 20, 462.6750 MHz). Cadence: Check in every 30 minutes while in transit; transmit brief location updates at planned rally points. Format: “[Callsign], this is [Name] at [mile marker / intersection], moving to [next planned stop], ETA [time], over.” Out-of-area contact: Text the family’s pre-agreed out-of-area contact after every stop. Long-distance text often succeeds when local lines are jammed.

⚡ Grid-Down 72+ Hours

Channel: Rotate family primary / backup / tertiary to preserve radio battery life. Cadence: Listen 5 minutes every 2 hours; transmit only essential status updates. Format: Briefer is better: “All clear” / “Need water” / “Injured” / “Moving to rally point.” Battery plan: 10,000 mAh USB power bank per bag; small 10W solar panel for AA recharging; cut transmit power from HIGH to LOW whenever both stations are within simplex range — it roughly doubles battery life.

Weekly Drill Plan

Three cadences, layered. (1) Weekly simplex drill — 10 minutes, every member confirms clear two-way reception on the primary channel from typical weekend distance; one partner moves to a planned rally point. (2) Monthly MAYDAY rehearsal — one family member calls a scripted MAYDAY, another answers with the out-of-area contact, the rest listen. (3) Quarterly full-protocol walkthrough — open the laminated channel card, run the family roster through, simulate the neighborhood emergency or evacuation scenario, and time how long it takes for every family member to reach “all clear.”

The first time you discover a flaw in the script under stress is the rehearsal you wish you had run. Practice makes the wording muscle memory — MAYDAY / PAN-PAN format, callsign-announcement sequence, Simon Says format, directed-net check-in procedure. None of it is hard.
